Whereas, Article 4 of the Single Convention limits the use of drugs exclusively to medical or scientific purposes and imposes upon the parties thereto the general obligation to take legislative and administrative measures, inter alia, to criminalize, punish and deprive offenders of their liberty for serious offenses … Whereas, there can be no end to drug and drug-prohibition harms and damage confronting the world without an end to the prohibition-styled World War on Drugs itself that cause them.

​A. 1. We call upon World and National Leaders to end the World War on Drugs. ​2. We call upon World and National Leaders to amend or repeal the United Nations 1961 Single Convention on Narcotic Drugs, and related UN “drug control” treaties that encourage and protect bad, often cruel, sometimes deadly and always counterproductive international and national drug prohibition laws and policies. 3. We call upon World and National Leaders to replace the “World War on Drugs” paradigm with a more constructive, affordable, wiser, drug-tolerant, health-oriented and public safety-oriented drug policy paradigm with regulated legal drug markets, the essential prerequisite to comprehensively ameliorate the myriad and pervasive harms, collateral damage and human rights abuses inherent in the criminalization and drug prohibition paradigm. B. Timeframe For Action​ : This Call To Action needs to be converted into Action by leaders everywhere as soon as possible, but in no event later than the 2019 United Nations General Assembly Special Session regarding World Drug Policy and Treaties. C. Dissemination of this Resolution : Copies of this Resolution shall be widely and boisterously distributed to world press, the people of the world, and leaders everywhere, specifically including the following: 1. The Secretary-General of the United Nations ​2. The President of the United Nations General Assembly ​3. The Executive Director of the UN Office on Drugs and Crime ​4. The President of the United States (POTUS) ​5. The Leaders of the U.S. House of Representatives and Senate ​6. Leadership of The World Health Organization (WHO)​ 7. The President of the International Narcotic Control Board (INCB)​ 8. To All Member Nations of the United Nations
