Jackson County commissioners call for a repeal of Oregon’s Measure 110… say it hasn’t worked… unanimously called for the repeal of Ballot Measure 110. Clackamas County sends referendum on Measure 110 to voters… Commissioners have agreed to put two questions to voters next year, during the May presidential primary election. They want voters to answer whether state lawmakers representing Clackamas County should be directed to do anything they can in order to fix or repeal Measure 110… no matter how the vote goes, neither question is binding in any way… In Portugal, João Goulão – head of Portugal’s national institute on drug use and the architect of decriminalization… rather than fault the policy… blames a lack of funding. In Portugal… after years of economic crisis, Portugal decentralized its drug oversight operation in 2012. A funding drop from 76 million euros ($82.7 million) to 16 million euros ($17.4 million)… twenty years ago, “we were quite successful in dealing with the big problem, the epidemic of heroin use and all the related effects,” Goulão said, “But we have had a kind of disinvestment, a freezing in our response… and we lost some efficacy.”
